General Office is responsible for coordinating the administrative affairs and routine operations of Shanghai FAO, including:

¡¤ handle secretarial affairs, prepare newsletters, and supervise the work in progress;

¡¤official documents processing and archive management;

¡¤ finance and state-owned assets;

¡¤ manage confidential documents and materials as well as official seals;

¡¤ protocol services for Chinese visitors and dealing with complaints;

¡¤ internal affairs such as advancing e-government and logistical support; and

¡¤other tasks assigned by supervisors

Personnel Division¡¯s responsibilities include:

¡¤ define the staffing of Shanghai FAO;

¡¤ administer recruitments, transfers, appraisals, promotions, awards and punishment of staff members;

¡¤ review the political records of staff members applying for/assigned to overseas official visits;

¡¤design and deliver training programs;

¡¤ design compensation and benefits schemes, and manage personnel dossiers; and

¡¤ affairs related to retirees of Shanghai FAO

Division of Policy and Regulation Research¡¯s responsibilities include:

¡¤ study the latest developments of foreign affairs, and initiate and conduct research projects;

¡¤ engage in the drafting of local rules and regulations concerning foreign affairs, and review and countersign normative documents concerning foreign affairs; and

¡¤ publish the Shanghai Foreign Affairs magazine, compile materials on international relations and edit entries relating to foreign affairs in the Shanghai Yearbook

Foreign Affairs Administration Division¡¯s responsibilities include:

¡¤ make protocol arrangements for municipal leaders attending foreign affairs events within the mandates of Shanghai FAO;

¡¤ review and oversee invitations of foreign visitors to Shanghai, and issue visa notification forms;

¡¤ handle or assist in the handling of foreign related incidents;

¡¤ provide professional guidance to districts/county, municipal departments and bureaus and other relevant agencies on external relations and protocols of reception;

¡¤ organize training programs for foreign affairs officials and foreign-related personnel;

¡¤ review, approve and coordinate major international conferences to be held in Shanghai; and

¡¤ administration of foreign expatriates and awarding honorary titles to foreign citizens

Protocol Division¡¯s responsibilities include:

¡¤ receive visiting state guests (heads of state and government, vice presidents, vice premiers and foreign ministers), former political leaders and other foreign VIPs as well as key foreign guests and delegations invited or referred by overseas Chinese diplomatic missions;

¡¤ facilitate Shanghai Association for International Friendly Contact in its routine operations and protocol work; and

¡¤ contribute to Shanghai¡¯s economic and social development by leveraging various relationships developed in the protocol service

Party Relations Division¡¯s responsibilities include:

¡¤ receive foreign delegations to Shanghai invited by the International Department of CPC Central Committee, the Chinese Association for International Understanding, the Chinese People¡¯s Association for Peace and Disarmament, the Party School of the Central Committee of CPC and other party departments;

¡¤ undertake the assignments entrusted by the International Department of CPC Central Committee and CPC Shanghai Municipal Committee; and

¡¤ contribute to Shanghai¡¯s economic and social development by leveraging various relationships developed in the protocol service

European and African Affairs Division is responsible for managing Shanghai¡¯s friendly relations with local governments in Europe and Africa, including:

¡¤ handle the communication process and application formalities of sister-city relationships (or relationships with provinces, states, prefectures, regions, or counties);

¡¤ approve, coordinate and supervise twinning relationships between Shanghai¡¯s districts (county) and their overseas counterparts, and provide professional guidance on friendly exchange under such schemes; and

¡¤ promote communication and cooperation with Shanghai¡¯s sister-cities and other foreign cities, identify potential projects and partners that may contribute to Shanghai¡¯s economic and social development, and provide consulting and coordination to facilitate such projects and partnerships

American Affairs Division is responsible for managing Shanghai¡¯s friendly relations with local governments in the Americas, including:

¡¤ handle the communication process and application formalities of sister-city relationships (or relationships with provinces, states, prefectures, regions, or counties);

¡¤ approve, coordinate and supervise twinning relationships between Shanghai¡¯s districts (county) and their overseas counterparts, and provide professional guidance on friendly exchange under such schemes; and

¡¤ promote communication and cooperation with Shanghai¡¯s sister-cities and other foreign cities, identify potential projects and partners that may contribute to Shanghai¡¯s economic and social development, and provide consulting and coordination to facilitate such projects and partnerships

Asian and Oceanian Affairs Division is responsible for managing Shanghai¡¯s friendly relations with local governments in Asia and Oceania, including:

¡¤ handle the communication process and application formalities of sister-city relationships (or relationships with provinces, states, prefectures, regions, or counties);

¡¤ approve, coordinate and supervise twinning relationships between Shanghai¡¯s districts (county) and their overseas counterparts, and provide professional guidance on friendly exchange under such schemes; and

¡¤ promote communication and cooperation with Shanghai¡¯s sister-cities and other foreign cities, identify potential projects and partners that may contribute to Shanghai¡¯s economic and social development, and provide consulting and coordination to facilitate such projects and partnerships

Press and Cultural Affairs Division¡¯s responsibilities include:

¡¤ issues in relation with permanent offices of foreign news organizations and resident foreign correspondents based in Shanghai;

¡¤ process applications for short-term journalist visa if the applicants¡¯major destination is Shanghai;

¡¤ guide, coordinate and supervise external relations of local organizations in such sectors as news & publishing, culture, heritage, radio & television, and social science institutions, and issue visa notification forms for foreign nationals invited by the above-mentioned organizations; and

¡¤ produce publications and gifts used for external communications

Consular Affairs Division¡¯s responsibilities include:

¡¤ deal with local consular affairs on behalf of the Shanghai Municipal People¡¯s Government under the authorization of the Ministry of Foreign Affairs of the People¡¯s Republic of China and in accordance with the Vienna Convention on Consular Relations and relevant bilateral treaties on consular relations;

¡¤ assist the establishment, closure as well as changes in classification of consular posts;

¡¤ grant necessary facilities to the exercise of consular functions by consular officers;

¡¤ advise local public and private entities on consular related activities, and promote Shanghai¡¯s cooperation with sending States in trade, commerce, technology and culture;

¡¤ handle applications for diplomatic, official and courtesy visas for temporary stay in China or for members of consular posts; and

¡¤ provide guidance to Shanghai Foreign Affairs Service Center on its processing documents/certificates submitted for embassy/consular legalization

Outbound Visit Administration Division¡¯s responsibility is to manage, coordinate, supervise and provide services for outbound visits on official duties, including:

¡¤ review or approve applications for public affairs overseas visits, and issue letters of consent for qualified applicants when they join trips organized by non-Shanghai departments; and

¡¤ together with other agencies, investigate into and correct misconducts in relation with group participation and outbound visits

Passport and Visa Administration Division¡¯s responsibilities include:

¡¤ print, issue, manage and recover diplomatic and service passports;

¡¤ print, issue and manage public affairs passports;

¡¤ print and issue Passes to and from Hong Kong and Macao and grant exit endorsements to qualified applicants;

¡¤ apply for visas with consular posts in Shanghai or relevant embassies on behalf of authorizing parties from Shanghai or other provinces who intend to travel abroad in discharge of official duties;

¡¤ discuss visa policies with consular posts (with visa granting authorities) in Shanghai;

¡¤ issue certificates to prove the official nature of the visit for travelers to destinations that allow visa-free entry;

¡¤ apply with the Ministry of Foreign Affairs for APEC Business Travel Cards for local business travelers;

¡¤ process applications for Labor Visa by qualified local enterprises;

¡¤ cancel lost/expired official passports and issue replacements;

¡¤ investigate into misconducts in relation with official outbound visits;

¡¤ re-examine applications approved by non-FAO organizations; and

¡¤ provide training for staff for visa and passport affairs

Division of Hong Kong, Macao and Taiwan Affairs is responsible for overseeing Shanghai¡¯s relations with Hong Kong and Macao in line with the instructions of the CPC Shanghai Municipal Committee and the Municipal Government as well as the guidance of the Hong Kong and Macao Affairs Office of the State Council, including:

¡¤ coordinate the communications with Hong Kong and Macao SAR governments;

¡¤ receive key delegations from the SAR governments;

¡¤ coordinate Shanghai¡¯s major events related to Hong Kong and Macao, and promote exchange and cooperation between Shanghai and the SARs; and

¡¤ perform other assigned tasks
