I. Shanghai FAO shall provide supporting documents, upon request of Shanghai Public Security Bureau, for the following qualified applicants under the Seven Preferential Measures to Facilitate the Entry and Exit Clearance of High-level Talents and Investors with Foreign Citizenship (hereinafter referred to as the Measures) when they apply for long-term residence permit or F Visa with 2 to 5 years of validity with the Exit-Entry Administration Bureau of Shanghai Public Security Bureau after their entry into China:

1. Honorary Citizens of Shanghai and recipients of Magnolia Gold Award or Magnolia Silver Award

2. Foreign citizens recognized as Specialists or Famous Dignitaries by the government of Pudong New Area

3. Academic leaders, principal researchers or scientists and teaching faculty members with associate-senior professional title or above employed by national or provincial scientific research institutions or key institutions of higher learning (certification from employer required).

II. Shanghai FAO shall provide supporting documents, upon request of Shanghai Public Security Bureau, for other foreign nationals qualified under the Measures and holding Foreign Expert Certificate,Alien Employment Permit or Shanghai Residence Card Type B when they apply for long-term residence permit with the Exit-Entry Administration Bureau of Shanghai Public Security Bureau.
