  一、新任驻沪记者如何办理记者证?

  答:经中华人民共和国外交部(以下称外交部)批准来沪常驻的外国记者在抵达上海后可登陆上海市人民政府外事办公室(以下称上海市外办)网站(网址:www.shfao.gov.cn)填写“申领记者证登记表”,并须在7个工作日内持派遣机构总部负责人签署的委任书、本人护照及简历到上海市外办(地址:南京西路1418号;电话:62158269;办公时间:9:00-11:30,13:30-17:30)办理注册手续。注册时需交6张近期免冠护照照片,一式两份已填妥的外国记者申领记者证登记表。上海市外办在受理注册手续后10个工作日内颁发外国记者证。 请先通过电话预约。

  二、什么情况下需要申领《外国常驻新闻机构证》?

  答:如是担任在上海新设立的外国新闻机构首任记者,还需在申办记者证的同时,登陆上述网站填写一式两份的“申请《外国常驻新闻机构证》登记表”,并在注册时提交。上海市外办在受理注册手续后10个工作日内颁发外国常驻新闻机构证。

  三、新任记者需要到外交部报到吗?

  答:如新到任的驻沪外国记者为所属驻沪外国新闻机构的首席记者,则须在上海市外办办理注册手续后60天内,前往外交部新闻司报到。报到时间请首席记者与外交部新闻司外国记者新闻中心事先预约(地址:北京朝外大街22号泛利大厦1915室;电话:010-65882585,65882586;传真:010-65882594;办公时间:9:00—11:00,13:00—15:00)

  四、常驻记者如何办理居留手续?

  答:外国驻沪记者在入境之日起30日内向上海市公安局出入境管理局(以下称出入境管理局;地址:浦东民生路1500号;TEL:68541199、28951374;联系人:蔡宝弟、沈强)申办居留手续。申办居留手续应提交以下证件材料:

  1、上海市外办新闻文化处的证明函件;

  2、申请人所在的驻沪外国新闻机构出具的申请书(需盖有新闻机构公章);

  3、外国记者证及其复印件;

  4、外国新闻机构证复印件;

  5、申请人的护照;

  6、由上海出入境检验检疫局国际旅行卫生保健中心出具的健康证明书;

  7、由住宿的饭店或住宿地警署〔派出所〕出具的住宿证明(若借租他人房屋,须于24小时内向警署或派出所申报临时户口);

  8、两张二寸近期免冠半身证件照片;

  9、申请人的简历。

  五、驻沪记者到哪里去办理健康评估手续?

  答:外国驻沪记者到任后应尽快持新闻机构证、护照、2张2寸照片去上海市出入境检验检疫局国际旅行卫生保健中心办理入境健康评估手续(地址:哈密路1701号;预约电话:62688851;办公时间:周一至周五8:30-11:00,13:00-15:30,),需空腹前往。3个工作日后领取健康证明书。

  六、新闻机构如需刻制公章,到哪里去办手续?

  答:担任在上海新设立的外国新闻机构首任常驻记者领取外国记者证后,应尽快持上海市外办公函及外国常驻新闻机构证原件及复印件、本人护照原件及复印件去机构所在区公安局治安支队办理刻制驻沪新闻机构公章手续。

  七、常驻记者的随行家属办理居留手续需要提交哪些材料?

  答:如果驻沪外国记者的随行家属(配偶及未成年子女)需同时办理居留手续,需提交以下材料:

  1、配偶需提供婚姻证明复印件(结婚证书复印件、结婚公证书复印件、驻华使领馆出具的有关证明);

  2、子女需提供出生证明复印件;

  3、配偶或子女的健康证明书(16周岁以下的子女除外);

  4、配偶或子女的住宿证明;

  5、配偶或子女的二寸近期免冠半身证件照片各两张。

  申办居留手续需5个工作日。

  八、常驻记者要申报个人所得税吗?

  外国驻沪记者到任后,应在每月七日前,依照《中华人民共和国所得税法》规定,向机构所在区税务机构办理上一月的个人所得税纳税申报。

  九、首次申报个人所得税需要携带哪些材料?

  答:首次申报时应携带护照、新闻机构证(复印件)、外国记者证、外国人居留证及所代表的新闻机构出具的本人工资(包括奖金、津贴、补贴以及与任职有关的其它所得)证明等文件资料,由征税机关按《中华人民共和国所得税法》及有关税收协定的规定,确定有关征税事宜。

  十、进口办公、生活用品到哪里去办理纳税手续?

  答:外国驻沪记者进口办公、生活用品、交通工具和采访器材等,须依照中国有关法律,持护照、记者证、外国常驻新闻机构证、外国人居留证向上海海关(地址:金陵西路28号;电话:63877422;办公时间:周-至周五8:45-11:30,13:15-16:30;需3个工作日)申报,并按规定办理有关纳税手续。

  十一、如果进口汽车需到哪里去办手续?

  答:进口自用汽车,须向上海市公安局交通警察总队(地址:中山北一路1101号;地址:6516-8168内线54570;办公时间:周一至周五8:30-11:30,13:30-16:00)办理进口车辆登记和申领牌照手续。

  十二、常驻记者要聘用工作人员怎么办?

  答:外国驻沪记者聘用本地人员担任工作人员或服务人员,应向上海市外国机构服务处(地址:遵义路448号3楼;电话:62332928;62332930;办公时间:9:00-11:30,13:00-17:00)提出,不得私自聘用工作人员或服务人员。

  聘用外籍工作人员应向外交部新闻司提出申请。

  十三、常驻记者的记者证到期后需要延期怎么办?

  答:外国驻沪记者应于每年11月至12月前往上海市外办办理记者证延期手续。办理记者证延期手续时记者应当向上海市外办提交下列材料:

  1、外国记者证原件;

  2、2张2寸蓝底彩色护照照片

  3、1份由所属外国驻沪新闻机构出具的关于记者证延期的申请书。

  上海市外办将在受理记者证延期申请后的10个工作日内向外国驻沪记者颁发新的外国记者证。外国驻沪记者在拿到新颁发的外国记者证后须持由上海市外办出具的证明文件前往出入境管理局办理签证和居留证延期手续。

  十四、如果遗失外国记者证或外国常驻新闻机构证,如何申请补办?

  如外国驻沪记者遗失了外国记者证或外国常驻新闻机构证,应先在上海市的主要报纸(如解放日报、文汇报等)刊登挂失声明,然后持所属外国驻沪新闻机构出具的补办外国记者证或外国常驻新闻机构证申请书及挂失声明复印件前往上海市外办办理补办手续。

  如外国常驻上海新闻机构变更机构所在地,应在变更后即告上海市外办,并持外国常驻新闻机构证前往上海市外办办理更换手续。

  十五、外国驻沪记者离任前需要办理那些手续?

  外国驻沪记者离任需在离任前30天向上海市外办新闻文化处递交由其所代表的新闻机构总部负责人签署的离任通知书,并:

  1、前往上海市外办交还外国记者证;

  2、前往上海市公安局出入境管理处交还外国人居留证。

  十六、驻沪记者如何申请采访?

  外国常驻记者在沪进行采访,可直接与上海市境内的被采访人或被采访单位进行联系,向其提出采访申请。如被采访人或被采访单位同意接受采访,外国常驻记者即可对其进行采访。

  十七、在上海采访遇到困难如何寻求帮助?

  根据《外国记者和外国常驻新闻机构管理条例》,上海市外办依法保障外国常驻记者的合法权益,并为外国常驻记者在沪的采访工作提供方便。如外国常驻记者在采访过程中遇到困难,可向上海市外办新闻文化处(电话:62158269;传真:62562522)寻求协助。

  十八、驻沪记者要到上海以外地区采访如何申请?

  外国常驻记者如需前往上海市以外地区进行采访,应当事先征得有关省、自治区、直辖市人民政府外事办公室的同意,并由有关省、自治区、直辖市人民政府外事办公室负责安排、提供协助。

  十九、如要采访上海市的领导人如何申请?

  外国常驻记者如需采访上海市的领导人,可向上海市外办提出申请,并提供采访提纲。上海市外办将酌情协助安排。

  二十、如要进行卫星传送与哪里联系?

  外国常驻上海的新闻机构如需要卫星传送服务,可与东方广播电视技术公司联系(地址:老沪太路203号;电话:56035330;联系人:卜守德)。

  外国常驻记者在沪采访过程中,须遵守《外国记者和外国常驻新闻机构管理条例》,遵守中华人民共和国的法律、法规和行政规章。

  外国常驻记者在采访过程中,应尊重事实进行报道;应尊重被采访人和被采访单位的权利和尊严。如果因报道失实或断章取义而对被采访人或被采访单位产生不良影响或权利上的损害,相关记者及其所属媒体应当承担相应的责任,包括法律责任。

Most Frequently Asked Questions:

1. How to apply for a journalist card?

The foreign correspondent, who is sent to Shanghai as a resident correspondent with the approval of the Foreign Ministry of China, shall, within seven days of his/her arrival in Shanghai, register with the Shanghai Municipal Foreign Affairs Office. The correspondent shall be required to fill out and download an application form in duplicate for the Foreign Journalist Card from the website of the Shanghai Municipal Foreign Affairs Office (www.shfao.gov.cn). To register with the Shanghai Municipal Foreign Affairs Office, the correspondent shall bring with him/her the application form, an appointment letter signed by the head of the headquarters of the sending news agency , his/her CV, six bareheaded passport photos taken recently and passport. The Shanghai Municipal Foreign Affairs Office is located at 1418 Nanjing Xi Lu (Tel: 6215 8269; Office Hours: 9:00 - 11:30 and 13:30 - 17:30 Monday through Friday). Please make an appointment beforehand.

2. How does a foreign news agency based in Shanghai apply for a Certificate for Permanent Office of Foreign News Agency?

If the applicant is the first resident correspondent of a newly opened permanent office of foreign news agency in Shanghai, he/she shall fill out and download an application form in duplicate additionally for the Certificate for Permanent Office of Foreign News Agency. The Shanghai Municipal Foreign Affairs Office shall issue the Foreign Journalist Card and the Certificate for Permanent Office of Foreign News Agency to the applicant within ten working days of his/her registration.

3. Do I need to go to Beijing to register with the Foreign Ministry of China?

If the correspondent is the chief correspondent of the permanent office of a foreign news agency in Shanghai, he/she should, within 60 days of his/her registration with the Shanghai Municipal Foreign Affairs Office, go to Beijing to register with the Information Department of the Foreign Ministry of China. For registration appointment, please contact the International Press Center of the Information Department of the Foreign Ministry of China in advance (Address: Prime Tower, Suite 1915, 22 Chaowai Avenue, Beijing; Tel: 010-6588 2585/6588 2586; Fax: 010-6588 2594; Office Hours: 9:00 - 11:00 and 13:00 - 15:00).

4. What is the procedure of applying for a residence permit?

The resident foreign correspondent shall, within 30 days of his/her arrival in China, apply to the Exit-Entry Administration of the Shanghai Public Security Bureau for residence permit (Contact person: Mr. CAI Baodi and Mr. SHEN Qiang; Address: 1500Minsheng Lu, Pudong District; Tel: 6854 1199 or 2895 1374). The application takes five working days to be processed. The following documents are required for the application:

1.        An official reference provided by the Shanghai Municipal Foreign Affairs Office;

2.        An application letter provided and sealed by the correspondent’s agency;

3.        The correspondent’s Foreign Journalist Card and its photocopy;

4.        A photocopy of the Certificate for Permanent Office of Foreign News Agency in China;

5.        The correspondent’s passport;

6.        The Health Certificate issued by the International Travel Healthcare Center of the Shanghai Entry-Exit Inspection and Quarantine Bureau;

7.        The residence reference provided by the hotel in which the correspondent lives or by the police station at the correspondent’s place of residence. If the resident foreign correspondent lives in a rented residence, he/she shall, within 24 hours of his/her arrival in China, register with the local police station for temporary residence permit.

8. Two two-inch half-length and bareheaded photos taken recently; and the correspondent’s CV.

5. Do I need to go through health evaluation after arriving in Shanghai?

After arriving in Shanghai, the resident foreign correspondent shall go through health evaluation as soon as possible at the International Travel Healthcare Center of the Shanghai Entry-Exit Inspection and Quarantine Bureau on presentation of the Certificate for Permanent Office of Foreign News Agency in China, his/her passport and two two-inch photos. The Health Certificate shall be made available to the correspondent after three working days. The Center is located at 1701 Hami Lu (Office Hours: 8:30 -11:00 and 13:00 - 15:30 Monday through Friday). Please call 6268 7606 to make an appointment in advance.

6. Where and how to apply for an official seal of the foreign news agency?

Upon obtainment of the Certificate for Permanent Office of Foreign News Agency and the Foreign Journalist Card, the first resident correspondent of the permanent office of a foreign news agency shall apply as soon as possible to the Public Order Departments of relevant districts where the foreign news agency is located for the making of an official seal of the agency concerned. The applicant must present an official reference provided by the Shanghai Municipal Foreign Affairs Office, the original and photocopies of the Certificate for Permanent Office of Foreign News Agency in China and his/her passport and its photocopies at the point of application. 7How do my accompanying family members (spouse and non-adult children) apply for their residence permits?

If the correspondent’s accompanying family members (spouse and non-adult children) apply for residence permits at the same time, they shall have to present the following documents:

1.        Photocopies of marriage documents (marriage certificate, notarized certificate of marriage and reference provided by the embassy of the country concerned in China);

2.        Photocopies of birth certificates of the children;

3.        The Health Certificates (not for children who are under 16);

4.        The Residence Reference; and

5.        Two two-inch half-length and bareheaded photos taken recently.

8.  Do I need to declare my personal income tax in China?

After assuming his/her post in Shanghai, the resident foreign correspondent shall declare, no later than the 7th of each month, his/her personal income tax of the previous month to the Tax Administration of relevant districts where the foreign news agency is located. Please contact the relevant Tax Administration listed below for further information.

9. What documents shall be presented when making the declaration for the first time?

When making his/her first declaration, the correspondent shall present his/her passport, a photocopy of the Certificate for Permanent Office of Foreign News Agency in China, his/her Foreign Journalist Card, his/her residence permit and income reference (including salary, bonus, allowances, subsidies and any other job-related income) provided by the news agency he/she represents. Based on these documents, the taxation authority shall calculate his/her taxes in accordance with the Income Tax Law of the People’s Republic of China and any bilateral taxation agreements.

10. How to declare to the Customs if I need to import articles for my office and daily use?

   According to the relevant Chinese laws, the resident foreign correspondent shall declare to the Shanghai Customs (28 Jinling Xi Lu, Tel: 6387 7422, Office Hours: 8:45 - 11:30 and 13:15 - 16:30 Monday through Friday; three working days are needed) imported articles for office and daily use, vehicles and equipment on presentation of his/her passport, Foreign Journalist Card, Certificate for Permanent Office of Foreign New Agency in China and foreign residence permit, and go through tax procedures in accordance with the regulations concerned.

11. What is the procedure if I need to import a car for personal and office use?

 

The resident foreign correspondent shall register with the Traffic Police Department of the Shanghai Public Security Bureau (1101 Zhongshan Bei Lu; Tel: 6516 8168 ext. 54560; Office Hours: 8:30 - 11:30 and 13:30 - 16:00 Monday through Friday) car imported for his/her own use and apply for the license plate.

12. How to employ local staff?

If he/she wants to employ local people as staff members or service personnel, the resident foreign correspondent should go to the Shanghai Foreign Agencies Service Department (Floor 3, 448, Zunyi Lu; Tel: 6233 2928; Office Hours: 9:00 - 11:30 and 13:00 -17:00). He/she should not employ local people as staff members or service personnel without permission. If he/she wants to employ foreign citizens, he/she should make an application to the Information Department of the Foreign Ministry of China.

13. How to renew my journalist card?

The resident foreign correspondent shall go to the Shanghai Municipal Foreign Affairs Office to apply for an extension of the Foreign Journalist Card in November or December of each year. Please make an appointment in advance. The correspondent should present the following documents:

1. The original of the Foreign Journalist Card;

2. Two two-inch color passport photos (blue background);

3. An application for extension of the Foreign Journalist Card issued by the foreign news agency the correspondent represents.

  The Shanghai Municipal Foreign Affairs Office shall issue the new Foreign Journalist Card to the applicant within ten working days of his/her application.

  Upon obtainment of the new Foreign Journalist Card, the permanent foreign correspondent shall, taking the official reference provided by the Shanghai Municipal Foreign Affairs Office, go to the Exit-Entry Administration of the Shanghai Public Security Bureau for an extension of the residence permit.

      

14. How to apply for a new journalist card if the original one is lost? Do I need to report to the Shanghai Foreign Affairs Office if my office address is changed?

In case the resident foreign correspondent loses his/her Foreign Journalist Card or the Certificate for Permanent Office of Foreign News Agency, he/she should declare the loss of the Foreign Journalist Card or the Certificate for Permanent Office of Foreign News Agency in a major Shanghai newspaper (such as Wenhui Daily, Jiefang Daily, etc.). After the declaration in the newspaper, the resident foreign correspondent shall, taking the application from his/her office and a photocopy of his/her declaration in the newspaper, go to the Shanghai Municipal Foreign Affairs Office to apply for a new Foreign Journalist Card or the Certificate for Permanent Office of Foreign News Agency.

In case the resident correspondent changes the office address, he/she should report to the Shanghai Foreign Affairs Office as soon as possible, return the original Certificate for Permanent Office of Foreign News Agency to the Shanghai Foreign Affairs Office and apply for a new one.

15Do I need to submit a notice to the Shanghai Foreign Affairs Office when leaving my post in Shanghai permanently?

Upon leaving his/her post, the resident foreign correspondent should submit a notice signed by the head of the headquarters of the news agency he/she represents to the Shanghai Municipal Foreign Affairs Office 30 days before his/her departure and return the Foreign Journalist Card to the Shanghai Municipal Foreign Affairs Office and the Residence Permit to the Exit-Entry Administration of the Shanghai Public Security Bureau.

16 How to apply for interviews in Shanghai?

The resident foreign correspondent may directly contact the individuals or units in Shanghai they wish to interview. And the individuals or units shall decide themselves whether to accept the interview or not according to the interview outline proposed by the correspondent. If the individuals or units accept the interview, the resident foreign correspondent can interview them directly.

17 How to ask for help if I encounter any difficulties in work?

In accordance with the Regulations Concerning Foreign Journalists and Permanent Offices of Foreign News Agencies, the Shanghai Municipal Foreign Affairs Office protects the legitimate rights and interests of the resident foreign correspondent and provides him/her due convenience in work. When encountering difficulties in work, the resident foreign correspondent can ask the Press and Culture Division of the Shanghai Municipal Foreign Affairs Office for help.

18 Do I need to apply first before doing interviews outside Shanghai?

 

If the resident correspondent wishes to go to areas outside Shanghai for news coverage, he/she should have the consent of the foreign affairs offices of the relevant provinces, autonomous regions or the municipalities directly under the jurisdiction of the Central Government in advance. His/her news coverage activities shall be arranged and assisted by the foreign affairs offices of the relevant provinces, autonomous regions or the municipalities directly under the jurisdiction of the Central Government.

19 How to apply for an interview with the Shanghai city officials?

 

If the resident foreign correspondent wishes to interview the municipal officials of Shanghai, he/she shall first file through the Shanghai Municipal Foreign Affairs Office an application with a proposed interview outline. The Shanghai Municipal Foreign Affairs Office shall, depending on circumstances, assist them in making the due arrangements.

20 How to make satellite transmission in Shanghai?

If they need satellite transmission service, the permanent offices of foreign news agencies can contact the Shanghai Oriental Radio & TV Tech Company (Contact person: Mr. BU Shoude; Address: 203, Lao Hutai Lu; Tel: 5603 5330).

 

When working in Shanghai, the resident foreign correspondent must observe the Regulations Concerning Foreign Journalists and Permanent Offices of Foreign News Agencies and other relevant laws, statutes and government regulations.

  The resident foreign correspondent should report according to the facts and respect the rights and dignity of the persons and units he/she interviews. If his/her report results in a negative effect to or infringement upon the rights of the interviewee due to his/her inconsistency with the facts or quoting out of context, he/she should bear the corresponding responsibilities, including the legal responsibility.
